EPF to fund RM5 billion ValueCap investment to shore up Bursa Malaysia

Directing EPF to fund RM5 billion ValueCap investment to shore up Bursa Malaysia is an abuse of Government's authority and puts to risk hard-earned savings of millions of its contributors.

The Finance Minister, Datuk Seri Najib Tun Razak announced yesterday that the Government will inject RM5 billion into ValueCap Sdn Bhd to invest in “undervalued companies”, presumed to be those listed on Bursa Malaysia. This was part of the initial slew of high-level measures announced by the Finance Minister, who at the same time confirmed that there will be no cut in the budgeted expenditure for 2009, currently debated in Parliament.

  2. It does look like a blatant abuse of power by the federal government to direct the Employees Provident Fund (EPF) to inject RM5 billion into ValueCap Sdn Bhd. It wil be in a form of loan from EPF.

    Reason: to shore up “undervalued companies” on Bursa Malaysia.

    Now most of us have our monies there, and it is supposed to be kept for retirement. After being used for bail out of companies during former PM Mahathir Mohamad time, now Najib Tun Razak, new finance minister and PM hopeful, is singing the same tune.

    Does Najib have the right to direct the EPF to do such a thing? Loan RM5bil to a company to prop up its value in the share market?

    The EPF is supposed to have independent consultants and experts to invest our monies in profitable companies, not to “maximise returns instead of investing for the purposes of supporting the stock market”, said DAP MP for PJ UTARA Tony Pua. Tony also asked a few questions

  4. Why prop up the stock market, only to save the rich who can invest in stocks, big companies..and yeah, many cronies who may lose their millions of ringgit...but how about the ordinary man, the poor who can't afford all these.

    To us poor people, 10 sen increase in basic necessities is felt. Not to say that oil prices have hurt the food prices nationwide..and now who is going to decrease their prices...the harm was done, but can we reverse it???

  5. Corporations can take care of themselves. There is no reason why the government should use the tax money paid by ordinary citizens to help out a few corporations that have special ties to the UMNO topdogs.

    The more deserving people are those who have paid the taxes in the first place. For example, many oil palm growers have paid a special windfall tax when the price of palm oil was high. Now that palm oil price has fallen some 60% the oil palm growers are having difficulties maintaining their estates. The price of fertilzers, for example, is still very high having not fallen at all from their peak prices. Therefore, the oil palm growers deserve to have the windfall taxes returned to them to allow them to get over their current hard times.

    Another good thing to do is simply to cut taxes for all people while increasing expenditure to build schools and infrastructures such as roads and drainage system to stimulate the economy. Building schools, roads, and drainage systems will have obvious benefits to the development of the nation and are therefore a good use of government funds.

    Therefore, no money should be used to shore up Bursa Malaysia while taxes should be cut; and schools, roads, drainage system and other infrastructure should be increased in funding; and windfall taxes levied from oil palm growers should now be refunded back to them to alleviate their difficulties.

  6. The investors of the stock market should know enough to take their chances with the stock market. Even the simplest minded investors should know that the stock market is to a large degree a gamble. Which means if the prices of stocks are up excessively, then they will likely come down eventually and inevitably. Therefore, smart investors must take their profits when the stock prices are up to prevent losses when the stock prices come down inevitably.

    It is not necessary for the government to shore up the stock prices. Just because a company's stock price is down doesn't mean the company will go bankrupt. The company can still carry on doing their business as usual no matter whether their stock is priced at 100 ringgit or 20 ringgit. The only reason for the government to buy stock is to help people who hold the stock of companies whose stock prices have gone down by keeping the share prices high.

    For example, if Najib bought a million shares of Company X at 100 ringgits per share and the stock price of Company X now tumbles down to only 20 ringgits per share, then he would have lost 80 ringgits per share or 80 million ringgits for the million shares. So if the government now steps in and buy shares of Company X, it will allow Najib to sell his million shares of Company X at 100 ringgits per share thus saving him 80 million ringgits of losses. But in the end, it does not benefit the people of Malaysia nor does it matter to Malaysian companies but only benefit the few rich people who own shares of Malaysian companies.

    And because it only helps a few rich people while neglecting the 26 million ordinary citizens, it is a misuse of national tax money.

  7. EPF money is many years saving by the emploees. The forced saving is main for retirement and welfares. 5 billions is not much help to the stock market and was proven when the market continued to fall inspite of 5 billions being used. IF the money is lost what kind of responsibility is DPM Najib going to take. It only provern of his incapability. One wrong decisions that might cause millions of people to have lost their hard earned savings. What's DPM Najib going to say next about the stock market? take another 1o billions? God bless all Malaysians.

  9. Stretching the Ringgit!

    Prices of necessities aren’t coming down and it’s really time to tighten the belt.

    For months, we have been grumbling among friends about the huge leap in the marketing bills and in fact, we have all taken to lessening the amount of food we buy for the home.

    Unfortunately, the bills are still high and despite many reassurances that the reduction in fuel prices will bring down the prices of food items, it seems not to happen.

    Being working mothers, most of us then to do the one-stop buying at hypermarkets and supermarkets, and this definitely includes fish, meat and chicken.

    However, of late, in their desire to gain customer loyalty, most hypermarkets have been slashing prices of fish only to have hordes of people walking away without the items only because the fish were not fresh!

    Just a word of advice, both to the hypermarket management and also to shoppers...it is a known fact that you can get food poisoning from stale fish and it serves to keep in mind that any fish that does not appeal to you in appearance, don’t buy.

    Likewise, most of us can be quite gullible when it comes to shopping, thinking that we can save a Ringgit here and there only to spend more on other products.

    It is wiser to pay a little more for really fresh fish, chicken and meat rather than buy them cheap and reach home to find them unsuitable for the pot or pan.

    Perhaps we should allocate some time in our busy schedule to make our way to the wet market, where you can buy fresh fish and keep them well in your freezer. It pays to buy more of fresh fish in the market, then clean it and keep it in the freezer, dividing them as to the amount that you want to cook each time.

    Likewise, for chicken and meat also, it is better to buy the former in the supermarkets as they are chilled while for meat, it depends whether you prefer local meat or imported stuff.

    Again, since you won’t be cooking the whole chicken or using up a kilogramme of meat in a meal, then divide the chicken or meat to the portions that you desire and freeze them.

    It also makes more sense to shop once or twice a week rather than daily as this helps you save time and fuel running to the supermarket or market for just an item or two.

    As the festivals coming in one after another, first with the Hari Raya Puasa and now with Deepavali just round the corner, let us rest our minds from the pending economic gloom and focus on happier things like friendship and family during the festive seasons.

    Since it is Deepavali this week and according to news reports, spending has been a little slow, it would be wise to celebrate on a moderate scale and be thankful that we are still rejoicing in a peaceful and harmonious country.

    This week I offer you a thick mutton curry that goes well with the Indian staples of rice, puttu mayam, thosai, idli and appam.

  10. The stock market has become pretty much a gambling casino. I'm sure nobody will think it is right for the government to subsidize a gambler if he lost money in a poker game at a friend's house or in a casino. So why should tax money or Employee Provident Fund money be used to subsidize those who gambled and lost in the stock market? Let the stock price be determined by the investing public. When the price of stocks have fallen to their fair values, many prudent investors will step in and buy the stocks for their long term investments. Those who gambled and lost should simply take the loss and learn a valuable lesson. After all, if an investor made money in the stock market he doesn't share his profits with the rest of the Malaysian citizens. So why should the Malaysian citizens as a whole bail him out when he lost his gamble in the stock market?

    The government will probably not refund the windfall taxes to the oil palm growers. But they certainly should. It is the only moral thing to do. All the more reason why the people should be smarter and elect only those MPs and assemblymen who will work for the benefit of their constituents and not just to stuff their own bottomless pockets with kickbacks and bribes while selling out the fundamental interests of their constituents.

    In a comfortably worn blue-collared T-shirt, beige slacks and a hefty backpack slung over one scrawny shoulder, Teh Chi-Chang looked more like your average University Malaya economics undergraduate than the mighty economics consultant that he most assuredly is.

    At only 37, the Ipoh-born, taichi-loving Teh is the new economics advisor to DAP secretary-general Lim Guan Eng, replacing Petaling Jaya Utara MP Tony Pua who now has his hands full dealing with national publicity.

    Teh suggests that the government focuses on plans that improve on local infrastructure such as drainage and roads and postpone extravagant projects for example the high-speed broadband and overpriced military purchases such as the RM2.3 billion Eurocopters.

    He urged the government to encourage domestic spending rather than rely on foreign spending. With the entire world hit by an economic glacier, he was doubtful that foreign investors would bother coming in at the moment. They too had to prioritise their survival.

    Teh started his new job in September. Prior to that, he was the Asia-Pacific equity research director for utilities and media at Citigroup, one of the world’s leading financial institutions. Before that, he was head of equity research for Malaysia. And before that, the executive director and country head of research at Hwang-DBS Vickers Research.

    5 BILION RINGGIT DUIT KWSP UNTUK SIAPA?

    Hari ini telah dipastikan bahawa sistem ekonomi kapitalis neo liberal telah berakhir. Krisis ekonomi yang melanda sistem kapitalis neo liberal ini sedang nazak. Secara bengong hanya Najib Razak sahaja yang cuba menafikannya dan berkata bahawa Malaysia ‘terselamat’.

    Dasar Ekonomi Bengong Najib Razak ini akan membawa mudarat yang amat sangat kepada orang ramai. Justeru, mari kita memahami dasar ekonomi bengong Najib Razak.

    Langkah akhir Najib – dua hari sebelum meninggalkan Kementerian Pertahanan, Najib Razak telah menanda tangani perjanjian untuk membeli Eurokopter. Helikopter ini berharga 2 bilion ringgit. Negara Brazil telah membeli helikopter yang sama dengan harga 1 bilion ringgit. Apakah Malaysia di tipu 1 bilion ringgit ?

    Jawabnya - tidak. Harga helikopter ini sama. Tidak berubah-ubah. Tukang buat dan tukang jual ini tidak menipu. Kita rakyat Malaysia yang kena tipu oleh Najib Razak. Harga ini telah ‘dinaikkan’. Yang membayar nanti ialah kita semua kerana yang membeli helikopter ini ialah keajaan. Kerajaan itu orang ramai. Orang ramai itu ialah kita semua.

    Cara ‘menipu’ ini samalah seperti cara Najib Razak membeli jet pejuang Sukhoi dan kapal selam dari Peranchis. Yang berbeza kali ini hanyalah tidak ada perterjemah cun dari Mongolia. Juga kali ini bukan syarikat perunding Razak Baginda yang menjalankan urus jual/beli. Ini kerana Razak Baginda penasihat politik Najib Razak sedang ditahan dalam penjara kerana dituduh terlibat membunuh Altantuya.

    Berita masih belum jelas syarikat kroni mana pula yang mendapat komisen 1 bilion ringgit membeli Eurokopter ini.

    Dari mana agaknya duit-duit ini akan datang ? Apakah duit ini juga datang dari punca yang sama? Dalam suasana gawat ini banyak persoalan timbul kenapa beli helikopter?

    Pertanyaan ini terjawab pantas. Belum pun satu bulan menjadi Menteri Keewangan Najib Razak telah ‘mengsongklap 5 billion ringgit’ duit KWSP. Duit ini ialah duit simpanan kaum buruh dan kaum pekerja. Duit KWSP adalah duit simpanan yang wajib disimpan oleh semua pekerja. Majikan juga diwajibkan menyumbang sama dalam dana KWSP. Duit KWSP ini bertujuan untuk akan digunakan di hari tua – sebagai pencen atau untuk diambil membuat rumah, pergi naik haji dan sebagainya.

    Menurut dasar ekonomi bengong Najib Razak duit 5 bilion ringgit ini akan disalurkan kepada syarikat ValueCap Sdn.Berhad. Tujuan penyaluran duit KWSP ini ialah untuk menaikkan harga nilai saham-saham syarikat-syarikat yang dianggap ‘nilai jatuh’.

    Persolaan timbul - nilai saham ini rendah ialah kerana orang ramai tidak yakin terhadap syarikat-syarikat ini. Memasukan duit ke dalam syarikat ini tidak akan membawa apa-apa keuntungan. Untuk sementara waktu kemungkinan nilai saham syarikat ini akan naik tetapi akhirnya akan jatuh terlungkup juga.

    Apabila saham ini mendapat suntikan 5 bilion ringgit maka nilai saham ini akan naik. Bila nilai saham ini naik maka makin ramai tuan empunya saham akan menjualkan saham mereka kerana ekonomi sedang gawat. Bila saham banyak terjual maka nilai saham ini akan jatuh kembali.

    Hanya orang bengong sahaja yang tidak faham bagaimana spekulasi bergerak pantas di Bursa Saham Kuala Lumpur. 5 bilion ringgit ini akan di cekup oleh pemodal besar terutama dari luar negara. Dalam masa yang singkat 5 bilion ringgit ini pasti akan hangus. 5 bilion ringgit ini adalah duit kita semua di judikan di Bursa Saham oleh Najib Razak.

    Lihat pula ekonomi kita. Harga bahan bakar petrolium telah jatuh. Ketika menulis ini harga satu tong minyak mentah ialah 62 dolar. Untuk mengeluarkan minyak dari perut laut Petronas memerlukan 60 dolar. Ertinya dalam satu tong kita hanya untung 2 dolar. Jika harga minyak jatuh lagi maka akan tidak berbaloi untuk Petrons mengeluarkan minyak.

    Lihat pula harga kelapa sawit. Harganya juga telah jatuh. Pada ketika ini harga satu tan minyak kelapa sawit kurang lebih 1,500 ringgit. Perbelanjaan untuk mendapat satu tan minyak sawit dianggarkan antara 1,200 ke 1,700 ringgit. Dalam masa yang tidak lama kos pengeluaran – baja, buruh, pengangkutan - lebih mahal dari pendapatan.

    Justeru, kerana menyedari semua ini Pakatan Rakyat telah meminta agar Balanjawan 2009 di ulang kaji kembali. Belanjawan 2009 yang dibentangkan di Parlimen sekarang berdasarkan harga minyak yang melebihi 100 dolar satu tong dan harga kelapa sawit hampir 3000 ringgit satu tan.

    Pendapatan negara yang dijadikan asas Belanjawan 2009 bergantung kepada hasil bahan bakar minyak petrolium dan minyak sawit. Jika harga dua bahan ekspot kita ini jatuh ertinya pendapatan negara jatuh. Justeru Belanjawan 2009 wajib di ulang kaji.

    Najib Razak yang menjalankan dasar Ekonomi Bengong telah menolak permintaan Pakatan Rakyat di Parlimen. Apa yang dilakukan oleh Najib Razak ialah ‘mengsongklap duit KWSP.’

    Selama lebih dari 30 tahun sistem eknonomi kapitalis neo liberal telah diperkenalkan oleh Amerika Syarikat. Kapitalis neo liberal bermakna – apa yang boleh jual di jual – apa yang boleh beli dibeli. Sistem kapitalis ini telah mengenepikan peranan daulah. Kerajaan TIDAK dibenarkan memiliki hospital, sekolah dan universiti, leterik, sistem pengangkutan, air atau menyediakan subsidi untuk orang ramai. Menurut falsafah neo liberal jika kerajaan campur tangan maka sistem kapitalis akan cacat.

    Justeru gerombolan United Malays National Organistion telah turut sama mengamalkan sistem kapitalis neo liberal. Hasilnya – lembaga api leterik dijual pada kroni, lembaga agihan air di jual pada kroni, membuat jalan raya di jual pada kroni, hospital dijual pada kroni. Siapa kroni ini ? Mereka adalah anak beranak dan kaum keluarga gerombolan United Malays National Organisation.

    Untuk menipu rakyat maka gerombolan United Malays National Organisation telah mengatakan bahawa ini adalah Dasar Ekonomi Baru untuk menolong orang Melayu. Bila ada kritikan muncul maka gerombolan ini akan berselindung di bawah Perlembagaan dan Hak Keistemewaan Orang Melayu. Jika kritikan datang dari yang Bukan Melayu maka mereka akan mengatakan bahawa orang Bukan Melayu tidak ada hak untuk membincangkan hak keisntemewaan Melayu. Gerombolan ini akan mengancam dengan tindakan undang-undang.

    Tingkah laku dan perangai gerombolan United Malays National Organisation ini samalah seperti satu gerombolan perompak selepas melakukan rompakan akan berselindung di Masjid atau di Kuil atau di Gereja. Ini taktik yang telah dilakukan oleh gerombolan United Malays National Organisation berulang-ulang kali.

    Dasar Ekonomi Bengong Najib Razak ini akan membawa mudarat yang maha besar kepada kita semua – Melayu dan Bukan Melayu. Ekonomi kapitalis tidak pernah kenal kamu beragama apa, kamu berbangsa apa atau kamu bersembayang dimana. Apabila ekonomi kuncup yang terpukul henat ialah kelas bawahan – kaum pekerja, kaum buruh, kaum tani dan nelayan dipukul hebat. Ramai warga akan hilang pekerjaan dan mata pencarian.

    Kita wajib menerima hakikat bahawa Malaysia turut sama mengamalkan sistem ekonomi kapitalis neo liberal. Sistem ini berpusat di Amerika Syarikat. Apabila ekonomi Amerika Syarikat menguncup maka semua ekonomi kapitalis neo liberal dalam dunia ini juga akan menguncup sama.

    Justeru Pakatan Rakyat tidak ada pilihan melainkan wajib mengambil alih kerajaan secepat mungkin untuk menyelamatkan negara dari bencana kemelesatan ekonomi. Dasar Ekonomi Bengong Najib Razak wajib diganti secepat mungkin. Malah Najib Razak sendirikan wajib di humbankan ke dalam tong sampah sejarah

    Langkah awal ialah konsep KEMBALI KE BUMI. Petanian wajib di jadikan tulang belakang ekonomi Malaysia. Pertanian ini bukan hanya menanam sawit atau getah sahaja tetapi rakyat wajib dibantu untuk menanam tanaman untuk dimakan. Jika ekonomi meleset orang ramai masih ada makanan. Makanan untuk diekspot bukan tujuan utama kerana pasaran makanan dunia juga sedang menguncup. Jika kita dapat mengekspot makanan maka anggaplah ini adalah sebagai bonus.

    Kembali Ke Bumi ini bertujuan untuk membeli masa agar kita dapat menyusun kembali struktur ekonomi kita yang selama 30 tahun ini telah di porak perandakan oleh dasar kapitalis neo liberal.

    Tidak dapat tidak penstrukturan baru ekonomi yang akan dibawa oleh Pakatan Rakyat tidak akan berpandukan keuntungan maksima atau dasar – apa boleh jual jual – apa boleh beli beli. Struktur ekonomi baru wajib memperlihatkan peranan daulah yang lebih kuat. Wajib diwujudkan garis pemisah untuk memisahkan pengaruh kaum pemodal dari politik negara.

    Kuasa kaum pemodal menentukan dasar ekonomi negara adalah dasar neo liberal. Dasar ini sedang terbogel dan terbukti meleset dan gagal. Dasar kapitalis neo liberal ini wajib ditinggalkan. Rakyat dunia memerlukan satu struktur baru yang berasakan kekuatan kaum pekerja, buruh dan tani.

    Jawapannya ialah tanya sama JOMOSAMA yang bersekongkol dengan syaitan Najis.Dasar UMNO yang tak puas puas tipu rakyat. Walau bagaimanapun yang paling bodoh sekali ialah orang UMNO Sabah yang tak bermoral seperti JOMOSAMA, bila datang saja pimilihan UMNO dalam fikiran orang UMNO SABAH duit mari..apa peduli dengan hal ehwal negara.

  16. This is another method for KWSP to steal our money!

    Remember during Budget 2008 announcement last yr, our Finance Minister (cum PM) announced that in order to assist KWSP members to reduce the burden in housing load repayment, KWSP will allow monthly withdrawal from members' A/C II for the purpose?
    Sounds like a nice goodies!
    When you apply for the monthly withdrawal, you only need to provide KWSP yr housing loan & instalment details
    from yr bank and the bank a/c # you like KWSP to bank the monthly
    withdrawal into it. KWSP will approve yr
    application based on the available amt in yr A/C II and compute the withdrawal period by dividing the approved amt with the monthly instalment amt. Application process takes about a month and you will receive the monthly payout promptly into yr bank a/c!
    Well everything appear to be nice and good. It was indeed a noble plan until you take to close look at yr KWSP Statement!

    The withdrawal plan is actually a SCAM!

    This is how the KWSP SCAM works.......

    Assuming you have RM100,000 in yr A/C II and yr housing loan's monthly instalment is RM2000/mth.
    KWSP will approve yr application of withdrawal from yr A/C II of RM100,000 and pay you RM2000/mth for the next 50mths.
    Everything appears to be in order BUT.......

    What KWSP didn't highlight to you is that when the application was approved, the TOTAL AMT (RM100,000) is removed from yr A/C II! It appears to be transfered to an unknown a/c to effect the monthly payment from therein.

    The impact to the member are as follows :-
    1. You just lost RM100,000 from yr A/C II. Assuming the KWSP Dividend is 5%, you will lose >RM4,000 in dividend during the 1st year. Based on the above example you will will lose >RM10,000 over the 50 mths period!
    2. There is no statement to account for the amt approved vs amt paid, hence you would need to keep the monthly payment voucher to reconcile against the approved amt over the 50mths period to ensure there is no missing amt!

    Assuming there are 100,000 members who innocently fell prey to this SCAM, based on the above example, KWSP would have cheated the members of 100,000 X RM10,000 = RM1,000,000,000 (that's RM1 BILLION) over the period!


    Furthermore, if you discovered this SCAM early and intend to stop the plan, KWSP would not allow any cancellation of the plan until at least 1 year. That would mean, once the application is approved, based on the above example, you would have lost >RM4,000.
    100,000 members would have lost 100,000 X RM4,000 = RM400,000,000 (RM400 MILLION) in One Year!!!

  17. ValueCap Sdn Bhd is a Private Company which has about RM 800k of fix assets. This company can obtain has liabilities of RM 5.1 billion from you know who! this is 2007.
    Why lend 5billion to a Sendirian Berhad?
    If Gov want to invest in Bursa Stocks, why they need ValueCap?
    Can't Kazanah, EPF or DANA harta do it directly? Is there a need for middle man.

    IN BOLEHLAND, ANY COMPANY WITH WHATSOEVER LINK TO UMNO WILL BE BAILED OUT EVEN WITH ISSUED CAPITAL WIPED OUT.

    I AM A BUSINESSMAN WITHOUT ANY CONNECTION. EVEN WITH A RUNNING BUSINESS AND GROWING SALES, ALL THE BANKS REFUSED TO EVEN CONSIDER MY APPLICATION FOR A SMALL LOAN. THIS HAPPENS AFTER ALL THE SMALL CHINESE BANKS HAVE BEEN SWALLOWED BY THE BIGGER UMNO BANK. I THINK MANY BUSINESS PEOPLE HAVE ENCOUNTERED THIS PROBLEM.     What's wrong with that...it's a loan mahhh...not free or bapa aku punya....!! the one being used before already given back to EPF lah..!

    And..to all of you, if you concerns about your pocket money..why not buying shares from Bursa Saham now?? it's the right time to buy than selling...!

Isn't it more tangible to get rid of the racist biased policies, increase transparency and competitiveness? The world will not slow down just to wait for Malaysian to catch up.
